The canine service of the Customs Committee was established in October 1993. The National Canine Center, founded on October 24, 1996, by a resolution of the Cabinet of Ministers, serves as the main institution for training canine specialists and service dogs. The Center provides methodological support to customs and other law enforcement agencies, conducts both initial and advanced training for canine handlers, and is responsible for the breeding, selection, and training of service dogs. Located in the Sergeli district of Tashkent, the Center features modern facilities, including training grounds, a kennel, a veterinary unit, and educational departments equipped for both theoretical and practical instruction. Service dogs are trained in key areas such as narcotics detection, explosives and weapons detection, counter-terrorism, tracking, protection, and search-and-rescue operations. Work is also underway to train dogs to detect foreign currency. The Center maintains an automated information system for monitoring canine operations and uses electronic microchipping to manage detailed data on each service dog. Its specialists regularly exchange experience with international partners, and the Center also provides training for foreign canine service representatives. To date, more than 30 training manuals have been developed. In 2008, the Center was granted the status of a Regional Canine Center by the World Customs Organization, confirming its compliance with international standards. Its activities have been highly evaluated by international experts. Service dogs trained at the Center have played a significant role in detecting the illegal trafficking of narcotics, psychotropic substances, weapons, and ammunition.

A customs post is a unit of the customs authority empowered to carry out full-scale customs clearance and customs control at a specific location or within a designated area. It does not have the status of a legal entity. A customs post is usually located away from the main customs administration and operates within the jurisdiction of a subordinate customs authority. Its activities typically cover one or two districts of a region, as well as transport infrastructure facilities such as small river ports, airports, and railway stations. Customs posts are established at nearly every border crossing along the state frontier. They may also be set up within large industrial enterprises. A customs post is primarily responsible for the inspection and clearance of goods. The structure of a customs post includes the head of the post and divisions organized on a territorial basis. The divisions’ staff typically consists of a division head, a senior customs service inspector, senior inspectors, and inspectors.

Ensure timely and proper implementation of decisions and legal acts of the President and the Cabinet of Ministers of Uzbekistan. Develop priority areas for customs development, improve legislation and enforcement practices, and analyze causes of violations with measures to eliminate them. Introduce modern customs control methods and technologies to detect illegal import schemes and customs duty evasion. Monitor foreign trade operations, analyze export-import contracts, ensure compliance with forecasts, and adherence to currency regulations. Ensure reliability of customs statistics and prepare analytical reports on Uzbekistan’s foreign trade and its key partner countries. Detect violations in foreign trade and ensure accuracy of statistical data. Supervise correct classification of goods, customs valuation, calculation and collection of duties, and provide methodological support. Combat smuggling and customs violations by analyzing risks, identifying illegal mechanisms, and ensuring effective preventive measures and accountability. Review appeals from individuals and legal entities comprehensively and conduct personal receptions of citizens.
